416 billion Shillings sought for Internally Displaced Persons, refugees

THE Government and humanitarian agencies yesterday launched an appeal for $225m (sh416b) to help displaced and needy people in the north. A total of 146,000 refugees are also set to benefit.

The 2009 Consolidated Appeal targets international agencies and developed countries which have previously contributed to the Peace, Recovery and Development Plan for the north.

Uganda lacks laws against child trafficking

The child trafficking report released on Friday indicates that many people abuse human rights of children due to lack of laws to fight the vice.

According to the findings of the report that was compiled by Dr David Kyaddondo, a lecturer at Makerere University, child trafficking involves recruitment, transportation, transfer, harbouring or receipt of a child for the purpose of exploitation.

10,000 refugees moved to Matanda

THE Government has relocated over 10,000 Congolese refugees from the Ishasha border town to Matanda Transit Centre for security reasons.

Over 13,000 refugees fled into the country last week following the capture of Congo’s Ishasha town by rebel leader Laurent Nkunda.

Minister for disaster preparedness Musa Ecweru on Wednesday said the rebels operating along the border made the refugees insecure from attacks.
Ecweru said 45 Police officers have been deployed to guard the refugees.

Seventy five per cent of the married couples in Kayunga District engage in extra-marital sex, an HIV/Aids survey has revealed.

Speaking during the launch of the prevention of mother to child HIV/Aids transmission (PMTCT) programme in Kayunga District in Kayunga town on Monday, Mr Joseph Ssenoga, the district HIV/Aids focal person said the HIV/Aids prevalence in the area was higher among married people because many of them have multiple sex partners.

Cholera in Nakivale Camp Under Control

Cholera in Nakivale Resettlement Camp is under control, a camp official has said. The disease has killed two people in the refugee camp and left over 60 infected since its outbreak two weeks ago.

The camp commandant, Mr Simon Mutachuka, told Daily Monitor on Thursday that there were no new cholera cases. An isolation camp manned by medical experts from various NGOs has since been created to respond to the cases, he said.

BOYZ II MEN, the four time Grammy Award-winning American R&B vocal group, have cancelled their show scheduled for tomorrow at the Lugogo Cricket Oval grounds in Kampala.

The organisers said a group member, Shawn Stockman, had fallen sick.

“The other group members (Wanya and Nathan Morris) cannot travel without him (Stockman),” a disheartened Hemdee Kiwanuka of No End Entertainment said at an impromptu media briefing on Wednesday night.

Uganda has designed a strategy to provide skilled people, in remote areas, opportunities to be employed abroad over the Internet.

This was revealed by Information Communication and Technology (ICT) Minister Ham-Mukasa Mulira during the Business Process Outsourcing strategy presentation in Kampala on Wednesday. “We are promoting the use of ICT to support skilled employees where people can be in Uganda and provide services to clients in a foreign country without going there,” Dr Mulira said.

Kyaddondo North residents went to polls yesterday to fill the parliamentary seat left by former Agriculture minister Kibirige Ssebunya.

But the exercise started on a wrong note after residents near one polling station- Dembe - said they were woken up at 3am by movement of people who were later arrested for ballot stuffing. At one polling station, it took threats from voters to get an Electoral Commission official to produce the thumb ink, which had mysteriously vanished.

Lord's Resistance Army Rebels displace 70,000 in DR Congo

GENEVA, Switzerland - The World Food Programme said on Wednesday it is extending its humanitarian operations across the eastern DR Congo, including areas hit by a conflict involving LRA rebels.

“WFP is concerned about a humanitarian crisis unfolding in Orientale Province, in the far north-east of the DRC (around Dungu), where rebels from the Lord’s Resistance Army (LRA) have been attacking civilians and forcing thousands to flee their villages,” the organisation said in a statement.
